Parent Question: What is  role of the Parents & Friends 

MACS have again updated the the Parents and Friends Policy ( since posting in Term 3) for all MACS schools on 30th September. We have our own Charter within this structure but must comply to overall governing regulations.. 

Introduction

Parents and friends groups exist for the benefit and general good of the school. Their function is to assist schools in providing the best possible environment for students through fundraising functions and activities.

As well as fundraising, parents and friends groups work to bring the school community together and assist as a line of communication within the school community.

Purpose

To provide Melbourne Archdiocese Catholic Schools (MACS) schools and Melbourne Archdiocese Catholic Early Years Education (MACSEYE) services guidelines for the operation and management of school-controlled parents and friends groups.

Scope

This policy applies to:

  • MACS and its subsidiaries, Melbourne Archdiocese Catholic Specialist Schools Ltd (MACSS) andMACSEYE
  • schools principals, MACSEYE directors and staff
  • MACS schools and MACSEYE services-controlled parents and friends groups decisions made in relation to MACS schools and MACSEYE services-controlled parents and friendsvgroups
  • MACS schools and MACSEYE services purchases made with donations from school-controlled parents and friends groups
  • MACS schools and MACSEYE services-specific trading activities, including canteens, uniform shops and bookshops operated by school-controlled parents and friends groups.

The overarching, strategic planning and policy-making body for the Catholic school system in Victoria, including MACS schools. Catholic Church Insurance Limited MACS’ approved insurance provider.

Goods and services tax

Taxation on goods and services as administered by the Australian Taxation Office (ATO).

Melbourne Archdiocese Catholic Schools Ltd

Melbourne Archdiocese Catholic Schools Ltd (MACS) and/or its subsidiaries, MACSS or MACEYE (as the context requires).

MACS school or school

A school which operates with the consent of the Catholic Archbishop of Melbourne and is owned, operated and governed by MACS, directly or through MACSS (as the context requires). References to schools or MACS schools also includes boarding premises of schools operated by MACS and special schools operated by MACSS.

Melbourne Archdiocese Catholic Schools Early Years Education Ltd

Melbourne Archdiocese Catholic Early Years Education Ltd (MACSEYE), a subsidiary of MACS established to conduct early childhood education and care services.

MACSEYE service

A wholly owned subsidiary of MACS established to conduct and operate early childhood education and care services.

Melbourne Archdiocese Catholic Specialist Schools Ltd

Melbourne Archdiocese Catholic Specialist Schools Ltd (MACSS), a wholly owned subsidiary of MACS established to conduct and operate specialist schools.

Principal/director

Individuals employed as principal in a MACS school or as director of a MACSEYE service.

School and services-controlled parents and friends group

MACS schools and MACSEYE services parents and friends group whose accounts are managed by the school or service either with or without a separate bank account. It does not include parents and friends groups that are separate to the school or service and are entities in their own right, or parish-controlled parents and friends groups.

School environment

School environment means any of the following physical, online or virtual places used during oroutside school/service hours:

a campus of a school

a campus of a MACSEYE service

online or virtual school environments made available or authorised by a MACS school or MACSEYE service for use by a child or student (including email, intranet systems, software, applications, collaboration tools and online services) other locations provided by the school or through a third-party provider for a child or student to use, including, but not limited to, locations used for school camps, approved homestay accommodation, delivery of education and training, sporting events, excursions, competitions and other events (Ministerial Order No. 1359).

Principles

School and services-controlled parents and friends groups are subject to MACS policies and procedures, and their transactions are required to be disclosed in the school or service’s annual financial statement (AFS).

Policy

1. Parents and friends groups

1.1 Parents and friends groups can be either school or services-controlled, independent as a separate registered entity, or parish-controlled.

1.2 The CECV Financial Compliance Obligations Guide for Parents and Friends Associations captures the key financial compliance obligations applicable to parents and friends groupsbased on the structure of the specific parents and friends group.

1.3 The guide is available on the CEVN website https://cevn.cecv.catholic.edu.au/ under Finance/ Parents and Friends Association.

2. Parents and friends and the school or service

2.1 The principal/director’s approval is required for the parents and friends groups to be officially associated with the school or services, to utilise school environments and to raise funds for the school.

2.2 Parents and friends groups do not have an absolute right to the funds raised nor to the final determination of projects on which raised funds will be spent.

2.3 Parents and friends groups are not to incur expenditure directly on behalf of the school or services, under any circumstances.

2.4 Schools or services with school or services-controlled parents and friends groups are required to annually assess whether the parents and friends group is an independent non- profit sub-entity for goods and services tax (GST) purposes.

3. Parents and friends charter and committee

3.1 School or services-controlled parents and friends groups are required to establish a charter that outlines the operation of the parents and friends group, and a committee to managethe activities of the parents and friends.

4. Parents and friends operation

4.1 School or services-controlled parents and friends groups are required to follow MACS

policies and procedures across all aspects of their operation.

4.2 The parents and friends committee is required to consider and execute decisions that detail approved fundraising events, activities and allowable expenditure, while managing theactivities of the parents and friends.

5. Financial reporting for school or services-controlled parents and friends groups

5.1 School or services-controlled parents and friends group bank accounts, income, expenses and donations to the school or services must be disclosed in the school’s AFS.

5.2 As school or services-controlled parents and friends transactions are recorded within the general ledger of the school or services and its AFS, the transactions are subject to audit as part of the annual external audit program.

5.3 School or services-controlled parents and friends’ records are subject to MACS Financial Records and Accountable Documents Management Policy, including the requirement for retention.

Whole School Excursion

We are very excited for our whole school to be off to visit Scienceworks this Term on 25th November. The focus will be in the  Inquiry/Science/Earth & Space Learning areas. The P-3 and 4-6 will have  a different Learning Focus and will attend different exhibits at Scienceworks. It will be lovely to be able to go as a whole school to experience this very special learning opportunity.

Incursion- HWP School Visit -Road Safety Awareness

Wednesday 26th October

The focus of the visit will be Road Safety and awareness:

  • Seatbelts / whose responsibility.
  • Crossing roads and pedestrian safety.
  • What to do in an emergency.
  • Who do you call and what information is needed?
  • What do HWP do and what is their job?
  • Safety around vehicles and car parks.
  • Bicycle safety, helmets and roads etc.
  • Having a look in the HWP vehicle with all the gadgets it has (lights and sirens included).
  • ESTA (000) and what they do.

Swimming Program

Swimming Program for Year Prep - 6 starts Monday 3rd October. 

The swimming Program is going well and after a few initial nerves the children are becomming more confident. The torrential rain today is a great reminder to pack rain gear. Thank you to all the parents who came to the rescue today.  Hopefully we will have clear skies next week.

School Closure Day & Melbourne Cup Day

Just a reminder that we have a School Closure Day on Monday 31st October and a Melbourne Cup Public Holiday on Tuesday 1st November. This is a lovely opportunity for families to take advantage of a Long Weekend. Please put these days in your calendar.

Prayer Service

On Wednesday  St Timothy's Community held a simple but beautiful Prayer Service for Janita and her family. We were very proud of every child who attended the prayer service on Wednesday to acknowledge the passing of Janita's Dad.  A part of our 'Catholic Identity'  is about celebrating and grieving for those who are an important part of our school community at St Timothy's.The students made flowers and shared prayers and songs to commemorate Janita's dad's life. All Saints & Souls Day

This year we will be taking  the children (P/1, Year 4/5 & Year 6) to All Saints and Souls Day Mass on Friday the 28th October at 10 o'clock. Change of date is due to the Long Weekend instead of on 1st & 2nd November the official day of recognising these important people in our Catholic Faith. Parents are welcome to join us.

Remembrance Day- November 11th

The children will participate in a special prayer service to remember this very important day in our history at 10am on Friday 11th November. There will be NO ASSEMBLY on this day.

We invite families to send long any memorabilia or photos of family members that they would like to be remembered on this special day. Parents are welcome to join us.

Tennis Clinics

I have again been fortunate to be successful in gaining Sporting School funding for Term 4. We will be granted $1450 to run a 3 week (1 hour) tennis program for all students. The clinics will be run on Friday 21st October, Friday 28th October and Friday 4th November. The children will then be encouraged to use of nets and raquets to play during play and lunch times on the basketball court area. The children will need to wear Sports Uniform on these days.

Code of Conduct

The Code of Conduct was updated on September 30 2022.

This Code of Conduct has the full approval and endorsement of the Melbourne Archdiocese Catholic Schools (MACS) Board. It should be made available to all MACS school staff, School Advisory Council members, volunteers ( including P&F) , contractors and clergy, who must sign and agree to abide by this approved Code. I request parents who fulfill any of these roles to complete the Code of Conduct form and return to school. A hard copy will be sent home for you to complete.  There were 40 updates to MACS/ St Timothy's that were made on 30th September. I will post the relevant ones, as adjusted in the Newsltter on and the School website. Thank you

Dealing with Grief

Summer Uniform

Term 4 is Summer Uniform. It is COMPULSORY for children to wear a SCHOOL SUN HAT when outside. We have some available Summer Uniforms in the Second Hand Uniform shop . Otherwise uniforms can be purchased from Beleza 4/126 Dorset Rd Boronia Phone: 761 2438.  We also advise children apply sunscreen prior to coming to school on any exposed parts of their body e.g face. legs and arms.

Today’s gospel is one of the stories unique to the gospel of Luke. At the same time, it is a commonly known story that is often cited to demonstrate the value of saying thank you. However, as usual, there’s more to this story than initially meets the eye. One of the recurrent themes of the gospel is at play here: the message of salvation that Jesus brings is available to all, not just the Jews.

The first reading is an interesting link with the gospel of Luke. In chapter 4 of the gospel, when Jesus visits Nazareth and preaches in the synagogue, he later tells a story about the prophets Elijah and Elisha responding to the needs of Gentiles rather than Jews. He tells the story to make the point that the message of salvation is not reserved exclusively for the Jews. The incident involving Elisha that Jesus refers to in chapter 4 is the one we hear in today’s first reading.

Whilst both the first reading and the gospel tell stories about the healing of those with skin diseases, the common factor is actually about their expressions of gratitude and conversion of heart. In the gospel, all ten men are healed but it is only the stranger; the foreigner; the Samaritan, who comes back to give thanks and to praise God. The others – Jewish men, presumably – are only concerned about themselves and have no time to acknowledge the graciousness of God that they have experienced. The gospel writer has Jesus emphasise the point that it is the Samaritan – the outsider – who has recognised God’s activity in his cure and come back to give praise and thanks. It is only he who has experienced thechange of heart; the conversion of faith.
