Parent Question: How Do Capital Grants Work?

Catholic schools tend to fund the vast majority of their capital expenditure through borrowings, donations and parental fees and charges. However, governments also provide assistance through capital grant programs.   These include the Australian Government’s Capital Grants Program (CGP). These capital grants are allocated by Catholic Capital Grants (Victoria) Limited (CCG) through a needs-based, rigorous process. This ensures that the allocation of capital grants favours schools that have high levels of educational disadvantage (as measured by the socioeconomic level of the school community) and projects for which schools can demonstrate genuine educational and financial need.  

Description and eligibility  Capital funding is intended for two categories of projects:

• New places – building new schools and expanding capacity at existing schools in areas of Victorian experiencing significant enrolment demand

• Facility upgrades – upgrading facilities in existing schools according to need.

The Victorian Government’s requirements for the administration of this program are set out in operational guidelines.

 As a funding condition, Catholic schools must match the contribution of the Victorian Government to projects (in aggregate, over the life of the program).

To be eligible for funding, schools must have independent costings for the proposed project, including cash flow, and evidence of contingency planning and plans. The project must also have a timing schedule indicating construction can begin within 12 months of the announcement of funding and can be completed within a further 12 months (although extensions and exceptions can be sought).

The assessment criteria for projects include:

• Enrolment demand

• Location

• Condition

• Financial and socioeconomic need

• Project outcomes

• Project readiness.

Applications are assessed against these criteria and those which best meet the criteria are prioritised for funding. The criteria carry equal weighting in this assessment.

The Great Book Swap

Does your child have good books sitting on their bookshelf at home that they have already read and would recommend to other children?

The great book swap gives children the opportunity to bring their much loved books from home to swap with other children for a GOLD COIN DONATION (fundraising).

A form was sent home YESTERDAY for parents to sign to confirm that they have seen and approve the books that children want to swap. Thank you

Students researched the structural features and adaptations of the frill neck lizard and explained how these adaptations helped it to survive in Australian forest environments. Here is the presentation they worked together to create. Each group presented their work to the class.

This week’s short and sharp gospel brings to mind two popular sayings (sometimes regarded as blessings, and sometimes regarded as curses). The first is fictitiously ascribed as an ancient Chinese saying, 'May you live in interesting times!' The inference of the blessing/curse is that ‘interesting times’ equate to disturbing, tumultuous times or times of rapid change. Some people thrive on such change and upheaval, while others dread the thought of change. The second blessing/curse is, 'May the peace of Christ disturb you!' It occasionally turns up around Christmas or Easter and is sometimes provocatively used by those who advocate for justice and peace. The saying cuts to the heart of what Jesus says in today’s gospel: the message he brings is not a cosy, complacent peace, but rather a message that confronts and challenges, even turning loved ones against each other.

Jesus reminds us that if we take on his message of compassion, hospitality and table fellowship then it can set us apart from those who have not accepted the message – even family members. It’s a challenging message that even love and loyalty within a family can be disrupted by seeking to authentically live the model of Jesus. If we authentically place the needs of the lowly and the outcast ahead of our own and ahead of our family, then this can be very confronting and very disrupting.

What are the consequences for family gatherings? What might the gathering at Christmas dinner look like if we take this message seriously? Jesus says that the normal obligations to family have to take second place to acting on his message and bringing about the kingdom of God.

• To Identify some proposed stepping-stones forward as to where both parishes discern they want to go All Parishioners from both Parishes are welcome.

 2022 PARISH RENEWAL PROGRAM FOR THE PARISHES OF ST TIMOTHY’S FOREST HILL AND ST LUKE THE EVANGELIST BLACKBURN SOUTH

Our Program will commence with our ‘Launch Weekend’ at St Timothy’s Parish on Saturday 20 and Sunday 21 August, and at St Luke’s Parish on Saturday 27 and Sunday 28 August. It will be coordinated by Frank Schobben from Parish First P/L who will be assisted by Sonya O’Farrell (Parish Secretary) and representatives from our two Parish communities. 

St Timothy’s Renewal Program Team members are: Rachel Grealy, Hubert Lobo, Alfred Lee, Anico Yee, Thuan Tran, and Kelvin Nguyen. 

PARISHIONER FORUM: Save the date! We will hold a special one-hour Parishioner Forum – on Thursday 1 September at 7:30 pm in St Luke’s Church (46 Orchard Grove, Blackburn South). All Parishioners from our two communities are invited. It’s the main meeting of the Program and will be an ideal opportunity for you to contribute to the discussion on the future priorities and plans for our Parishes.
